Do you have support for ovs-vsctl / ovs-ofctl in sudoers file on your
hosts? Something like:

%oneadmin    ALL=(root) NOPASSWD: /usr/bin/ovs-vsctl 
%oneadmin    ALL=(root) NOPASSWD: /usr/bin/ovs-ofctl

What OpenNebula version are you using?
