[one-users] Force user to NOT to deploy non-persistence image

There are two options:

1.- You create the images for the users, images are non-persistent and
users are only allowed to use those images and not create new ones.

2.-Fencing, there are two options:
   a) Go to the ln script used by your Datastores. Change it to be just
exit -1. This will fail the clonning process for non-persistnet.
  b) Treat persistent as non-persistent. You can do that at the TM level
also, probably by overwirting the ln script with the clone one. However
there are other checks that can get in the middle of your users (e.g.
persistent images can only be deployed once).
