Any fencing mechanism during VM deployment perhaps to avoid non-persistence image to be deployed?

I'm wondering if opennebula can do some enforcement to disallow user to launch any VMs with non-persistence image? Is there any configuration somewhere that can be tweak to make this happen? Or any workaround? Kindly advise.
