#2648: ACL edit/view wizard
#2649: sunstone, occi, econe, novncserver ability to log to syslog
server
SIGHUP handling for ONED, referenced by #409 (so logrotate can correctly
rotate oned.log)
#2651 Implement mailbox to prevent vm from running twice
