I would not trust users here, because mostly this password will be used 
only to access with noVNC. Better to have random password per instance 
as I did already in occi/ec2 templates with erb/ruby code:

small.erb/m1.small.erb:
...
GRAPHICS=[
   TYPE=vnc,
   PASSWD=<%= rand(36**16).to_s(36) %>
]
...
