You have to add a whitespace between the key and the value for the
following parameters:
:auth: basic
:vnc_proxy_base_port: 29876
:vnc_proxy_support_wss: no
:novnc_path: /srv/cloud/one/share/noVNC

instead of:

:auth:basic
:vnc_proxy_base_port:29876
:vnc_proxy_support_wss:no
:novnc_path:/srv/cloud/one/share/noVNC
