I have just recently installed OpenNebula 4.0.1 from debs on Ubuntu 
12.10 and got the exact same error message. I checked that the kvm 
kernel module was loaded.

The fix turned out to be quite simple - I simply deleted and recreated 
the virtuel machine and started it up, and then it worked. Why this 
happened, I don't know.
