[one-users] Auto rescaling of resources

Hi, I'm using OpenNebula 3.8.3.

I have assigned the ACL to a group with all permission to all resources and
and assigned a user to the group.
When I login as the user, I still cannot find the Cluster section under
Infrastructure.
