[one-users] Gettng 404 in noVNC after upgrade to 3.8.1

Actually, it didn´t change nebula's behavior... it just created an empty
group called cloud (again)... but no one is using it. As you said, i did
set previously to group oneadmin, as the 3.6 version created that group and
then i have changed the rest to be in the same group... Just now, after
upgrading it went 'back' to group cloud. But it seems to be empty, oneadmin
is still using oneadmin group.
