 yes, all opennebula dirs are owned by oneadmin. But your issues
rather looks like "system" rights issue.

Does oneadmin have to be a sudoer ?

 It's already part of libvirt and kvm groups....

Did you try to add oneadmin to sudoers (at least regarding libvirt
etc..). There is a paragraph on required rights I think in Opennebula
documentation..
