[one-users] Stuck in PENDING after upgrade to 3.8

Hi,
I recently upgraded to 3.8 and everything went find except when I
now instantiate a template (using either onetemplate or Sunstone) the VM
is stuck in pending. If I then "onevm deploy" the VM everything works
fine. There are no error messages. The output from "onevm show" and
"onevm show -x" is below after I have nudged it out of Pending with
"onevm deploy".
The Requirements are <REQUIREMENTS><![CDATA[CLUSTER_ID =
100]]></REQUIREMENTS> and that cluster exists
Any ideas?
