[one-users] ACL rules for user

Hello friends,

guide me regarding how to define ACL rules for example like....

"I want to create one user, let say xyz. who can just run the VM(existing
created VM) and get the relevant information of VM, nothing else...."

This thing can not be done by me....so please provide me some idea
regarding this......
