[one-users] onevm restart: Error: Wrong state to perform action

Dear Nikolay,
Actually, restart only works for "lost" VMs , i.e., those in an UNKNOWN state.
We are currently working on a "resubmit" option for VMs in a variety
of states, stay tuned for the upcoming OpenNebula release.
