[one-users] Other users can't use the templates/network created by oneadmin

Hi,
I am using ON 3 Beta 1.
I have setup sunstone and have created few network and VM templates.
I published this templates expecting that other user's should be able to
use these templates to create VMs.

But they can't. I am missing something very obvious?

I am running oned, oneacctd and sunstone-server.
