[one-users] occi-storage error (opennebula 2.0)

Hi

I'm using OCCI with opennebula 2.0.
I configured and tested OCCI with the command line occi-network but I have a
problem with occi-storage. when I try to test this command I got this error
"failed sending data to the peer"
here is the command I tested
                    occi-storage create storage.xml
and here is the file contents
                   storage.xml

<STORAGE>
        <NAME>Ubuntu</NAME>
        <DESCRIPTION>ubuntu 9.10 desktop.</DESCRIPTION>
        <TYPE>OS</TYPE>
        <URL>file:///srv/cloud/one/images/test_ubuntu1.img</URL>
</STORAGE>
