[one-users] Creating new VM fails

Hi,

The problem is usually that you do not have enough capacity in any of
the hosts; either because of a misconfiguration or because your are
requesting too much CPU and/or memory.

Check the output of onehost list, in particular the available memory
and CPU, and check that the VM fits in it. Maybe you can send the
output of the onehost list and the template...
