[one-users] Compile failure ONE 1.4 (scons fails with xmlrpc test)

Im trying to compile ONE 1.4 beta, but I fail on scons xmlrpc test.

I have xmlrpc-c installed, its version 1.6.27 (See evidence)

I attached log files for revision
