[one-users] CPU=2 has no effect

Hi there,

I tried to start a VM to use two virtual CPUs by specifying
CPU =2
 in the template file.
However, the resulting VM still used only 1.

In addition, "onevm list" shows all VM has 0 as the CPU vablue, which
seems wrong to me.

Here is the output:
