Hello François,

In the subnet 172.28.112.0/23

Your network address is 172.28.112.0 and your broadcast address is 172.28.113.255; your usable range is 172.28.112.1-172.28.113.254.

172.28.112.255 and 172.28.113.0 are within the usable range.

I think your confusion is you IP range crosses a /24 boundary, however, these ip's ARE usable. By excluding them you ate just reducing your usable pool by 2.

There are 512 IPs in a /23, of those 510 are usable. By excluding .112.255 and .113.0 your usable pool is 508.

This is the chart I refer to when I have CIDR questions: http://bradthemad.org/tech/notes/cidr_subnets.php

Hope that helps.

Best Regards,
Jon A

this solved my issue :)
(to OpenNebula team: anyway, allocating IP addesses of either the network or the broadcast address is definitively not a good idea.)
Thanks
