possibilities which can explain it:<br>
- this ram is used by other VMs<br>
- all this ram is assigned to dom0, and opennebula doesn't support<br>
dom0 balloning.<br>

I think second option is more possible. To solve this add<br>
"dom0_mem=1024M" option to your xen boot options.<br>
