You can enable it changing one of the following lines to true:
vms-tab:
https://github.com/OpenNebula/one/blob/release-4.6.2/src/sunstone/etc/sunstone-views/vdcadmin.yaml#L128
templates-tab:
https://github.com/OpenNebula/one/blob/release-4.6.2/src/sunstone/etc/sunstone-views/vdcadmin.yaml#L177

and restart sunstone after that.
