[one-users] VM is always using a single CPU

It was not set at all.
Adding it indeed add some core to the VM, but this is a little
misleading....

But should CPU be equal to VCPU for full CPU usage? (I want to really
use 2 cores => CPU = 2, VCPU = 2)
