[one-users] Sunstone Create Host Buttons Unresponsive in 3.9

Cache refreshing and private browsing does not resolve this issue for me in
Firefox. Sometimes, when I log in with Firefox I have to do a cache refresh
to get the dashboard to display properly though. That seems to fix the
dashboard display, but not the inactive host panel buttons.
