[one-users] VM memory limit in OpenNebula or KVM?

Hi,
Is there a memory maximum set somewhere in OpenNebula or Kvm that
limits the amount of memory a virtual machine created with the OCCI
self-service can have? Our hosts have 16GB of memory. Sunstone reports
15.7G available. Yet, when I try and create a VM with 15360 memory using
the self-service it remains in PENDING and never gets deployed. It is
not a user quota issue. The oned.log says reports SUCCESS (see below).
