[one-users] problem xen and opennebula

ok, but the error message says: Bootloader isn't executable

..which means, that somewhere in Your deployment.0 file 
(/var/lib/one//80/images/deployment.0) there is a line:

bootloader = "/path/to/a/bootloader/executable"

..an my guess is, that either it's a wrong path, or the file has bad 
permissions.

paste us the contents of the deployment file: 
/var/lib/one/80/images/deployment.0
