Worth pointing out here that libvirt's xl support is extremely basic, 
and there are some features so far only exported via xm ( not available 
without xend/xm )

We have done some work to make libvirt work with xl instead of xm, and 
there is a bit of work happening upstream as well - but nothing really 
usable at this point.
