mkfs is already installed. Here :

[root at localhost home]# whereis mkfs
mkfs: /sbin/mkfs.cramfs /sbin/mkfs /sbin/mkfs.ext3 /sbin/mkfs.msdos
/sbin/mkfs.ext4dev /sbin/mkfs.vfat /sbin/mkfs.ext2 /sbin/mkfs.ext4
/usr/share/man/man8/mkfs.8.gz
