[one-users] Change vm config

About disks:
  * supported in OpenNebula 3.8.3 through attach/detach

About mem & cpu:
  * Not supported in OpenNebula 3.8.3
  * It'll be available in OpenNebula 4.0 (for off-line resize of cpu and
memory) [1]

Next month should be a stable 4.0 release.
