[one-users] Problem Creating VM on fresh install

So, could you check that the file exists in the hostsand its readable
by oneadmin (/var/lib/one//datastores/0/17/disk.0). Just double
checking, the image has qcow2 format, right?

Yes this change is in 3.8. I'd recommend upgrading to 3.8.1, although
I believe your error is configuration related and not a bug
