[one-users] What is CPU&VCPU really means?

   Hi, opennebula vm's template consists of many secsion.I want to figure out what is cpu means in Capacity Section?
   I have read the document about vm's template, and i get this:"Percentage of CPU divided by 100 required for the Virtual Machine, half a processor is written 0.5. This value is used by OpenNebula and the scheduler to guide the host overcommitment."
   sorry, i don't really understand. Will CPU=?  affect the vm's or host's capability ?
And also i try to get the parameter of  VCPU ,if i have a host with 16 processors, one of my vm's VCPU is 8,and another is the left 8. If one vm run load heavy, will it race the resource of the host and make the other's vm run slowly ?
