That is correct.

Therefore the line in the OpenNebula document   which says;

Should have and extra bit which says ;
"or uncomment LIBVIRTD_ARGS=--listen in /etc/sysconfig/libvirtd on 
Centos/RHEL systems";

As the earlier instruction is only for upstart systems.
