Nice you spotted the problem ! ;)
About the VDC permissions, that is the default behavior. Hosts are
exclusive for VDC users, but regular OpenNebula users (in the "users"
group, which is the default one). You can either "move" your regular
users to a VDC, or fiddle with the permissions (in standar ONE
installations, the ACL you will be looking for has ID = 1, try "oneacl
list").
