No out-of-the-box, but you could easily modify the restore script to
perform a virsh dominfo with the given id, and if the VM is suspended
resume it instead of restore. In this way, onevm resume will take care of
both.

No. There is a power-on/power off action planned for 3.8, though. That
could be used for this.
