[one-users] ONE 2.0 underreporting running VM's in onehost list

We have a host which frequently underreports the number of
  VM's it is running.. this is a problem because most
of our user templates are using a rank of "- RUNNING_VMS".

As you can see from the output included below, onehost list
and onehost show report only 5 running VM's but
onevm list reports seven vm's assigned to this host and there
are in fact seven vm's assigned to this host.  This has been
underreporting for a couple of weeks, we have restarted oned and sched
to no effect.

It appears that onehost list gets its information from the host_shares
table in the database.  What modifies that table?  Where does
it get its info from?
