[one-users] what's the exact meaning of CPU in vm template file?

Hi Xie,

Both are true for Xen, for other hypervisors only 1 applies.
Regarding 1, the VM won't be deployed by the scheduler, but you can still
force the deployment manually using 'onevm deploy'.
