[one-users] [VMWare ESX-i] Scheduler won't deploy VMs. ACPU -200

Are you deploying the VM's manually? That is:

$ onevm deploy <somevm> <somehost>

>From the data I see ACPU is correct. ACPU means the CPU not reserved
by VMs. If you reserve more CPU than the physical host has then the
available cpu goes bellow 0.
