[one-users] unable to create EC2 instances

The IP address is retrieved from Amazon in the next polling cycle. By
default the value of this variable is 600, you should lower it inside
the oned.conf file and restart ONE.

MANAGER_TIMER=30
VM_POLLING_INTERVAL=30
