[one-users] Network Context from v2 to v3: use NETWORK_ID instead of NAME

Hi there,

In ONE-2, we can use the vnet information in the form of [1]

dns        = "$NETWORK[DNS, NAME=\"Public\"]"

In ONE-3, it switched to a new format using NETWORK_ID instead [2]

dns = "$NETWORK[DNS, NETWORK_ID=3]"


I wonder what is the reason for this change. At least, I would expect the v2
way of using NAME should still work in addition to the new way of specifying
NETWORK_ID. Am I missing something?  Thanks a lot.
