[one-users] sched hanged

Hi, I have not 4 vms running on a single host but on next vm launch it 
is pending still..   there is no such var/VMNUM created ...

but when i do  onevm deploy 76 nebula11  it works ..

1) what is the login behind Sched that it takes host on what basis
