>From the vm.log field, it appears that that there was problem in generating
the deployment file for the virtual machine. This generally occurs when the
VM template file has some problems.(I can remember I faced a similar
issue). Since the VM is getting to the boot state , there should not be an
issue with resource availability.
I suggest you to look into the deployment file (deployment.0) for the VM.
which is generated by opennebula. There could be an issue with the
hypervisor (check the hypervisor logs in the cluster nodes)
Regarding stop and resume commands, are you getting to the stop state when
you are stopping the VM. You can only perform resume operation from stopped
or suspended state which most probably is the reason for "wrong state to
perform action"
