[one-users] VMs IP is not same as specificed in the network lease configuration file

Following is the configuration. According to opennebula
the IP should be 192.168.8.217, however the machine boots
with DHCP and has different IP. Do I have to give some
specific instructions to ON so that the machine is assigned
the given IP address. Am I missing anything very obvious?
