Igor,

I only know a project in development that lets you use the management
console through a web interface.

Current features:

   - Manage, create and remove VM's
   - Manage, create and remove hosts
   - Manage, create and remove networks
   - Support for global and user disk images
   - Create and remove users
   - Theme support
   - File storage

ToDo:

   - Upload disk images
   - Support for multiple disks and networks when creating a VM
   - VNC port generator for KVM
   - Create a better theme (default)
   - ...
