[one-users] need network and host template for xen

I added line for brctl on the nodes to work with sudo. Commands brctl 
and ebtables work normally when used from command line (for oneadmin 
user too), but seems there is some trouble with ebtables script, I would 
say.

Hook executed by hand gives the same output as vm.log.
