To be honest, I've never used it. We always used "deploy".

My advice to you is to try to do it manually and see what happens. Use 
"onevm allocate <template file>". All ONE commands are just Python 
wrappers for XML-RPC calls. So, anything you do from that API can be 
done with ONE commands.
