[one-users] Allocating VM on down host

Hi,

Here is the scenario which I am testing:
There are 3 hosts registered in OpenNebula Server and one of the host is
down which means it is in ERR state.
While adding VM its trying to allocate VM on down hypervisor. Because of
that creation of VM got failed.

Why OpenNebula is trying to add VM on down Hypervisor?
I read some where scheduler can identify the down hosts and it will skip
those hosts while creating VMs.
