[one-ecosystem] Update to KVM SR-IOV Driver

Hi,
 
I have updated the KVM SR-IOV driver to support new features enabled in the current version of the Mellanox OFED 2. I have also added a HPC mode to improve KVM VM performance.
 
New features:
Added driver mode to program IP address directly into VF GUID's
Added HPC mode to improve VM CPU and memory performance
Enabled Infiniband network isolation through IB partitions and the Open vSwitch VNM
