[one-ecosystem] New OpenNebula driver for Libcloud

Hi,

The OpenNebula driver implementaion based on the OGF OCCI API [1] for
Libcloud [2] is finished and included in the last Libcloud realease 0.3.1.

Libcloud is a standard client library for many popular cloud providers,
written in python.
