I would take a look at DeltaCloud <http://deltacloud.org/> which was a Red
Hat project that they opensourced.

* Deltacloud Core * gives you:

   - REST API (simple, any-platform access)
   -  Support for all major cloud service providers
   <http://deltacloud.org/#providers>
      1. aws ec2
      2. gogrid
      3. opennebula
      4. rackspace
      5. red hat's rhev-m
   - Backward compatibility across versions, providing long-term stability
   for scripts, tools and application

It seems to have the same goal as the libcloud group but Delta Cloud seems
further along.
